Purpose:
    ZGENND tests that its argument has a real, non-negative diagonal.
Parameters
[in]M
          M is INTEGER
          The number of rows in A.

          The number of columns in A.

          A is COMPLEX*16 array, dimension (LDA, N)
          The matrix.
[in]LDA
          LDA is INTEGER
          Leading dimension of A.
