Hmm. The best way to get an answer to that is to
contact the people who wrote the packages, in this case:

Minpack: Jorge More', Burt Garbow, and Ken Hillstrom at Argonne National Laboratory

Hompack: Layne T. Watson ltw@vtopus.cs.vt.edu
