Operation Counts for the Level 3 BLAS

Three parameters are used to count operations for the Level 3 BLAS: the matrix dimensions 3#3, 4#4, and 198#198. In some cases we also must know whether the matrix is multiplied on the left or right. An exact count depends slightly on the values of the scaling factors 590#590 and 591#591, but in Table 2 we assume these parameters are always 598#598 or 53#53, since that is how they are used in the LAPACK routines.
